My wife's iphone 11 started doing it. Somehow, somebody, not me, had focus set to put it in Do Not Disturb when it connected to her car's sound system.
Maybe it was a recent update. She didn't know the phone had focus settings or anything similar, so I doubt that she got far enough into the settings to change it.
