I think the poster is referring to FSIXX, which is also treasuries only with a $1 million minimum initial investment.According to this link the minimum for FDLXX is $0.
To expand on this slightly, FZDXX is the premium/chepaer version of SPAXX which has less interest from treasuries vs FDLXX. FDLXX has 90%+ that is state tax free whereas SPAXX/FZDXX is less (maybe 50%ish, there's a report that shows it). In general, the ER doesn't really matter on the MM funds as the SEC-Yield shown is after the ER. I think the premium version of FDLXX requires $1 million (or $10 million) min investment. I have both FZDXX and FDLXX in my account though I focus on FDLXX. It seems the spread between FZDXX and FDLXX is larger than it has been. This might be short lived.

i'm not sure what you mean by "the premium version of FDLXX". do you mean a fund with a different ticker?
and currently FDLXX is >99% treasuries- i.e. state tax free.
cheers,
