Usual strategy: make a refundable reservation early and rebook whenever the price drops, checking especially regularly in the final few weeks.

I assume this is in reference to using Costco Travel? When attempting to book directly through the car rental agencies, the "pay later" price is usually much higher than Costco Travel.
