Would it work to transfer out the gains from Robinhood to another account, then transfer them back into claim a new transfer bonus? Any restrictions on this (i.e. they have to be out a certain time, etc)?

You need to read the terms of your offer to be absolutely certain, or risk your bonus being clawed back. RH currently is not offering any transfer bonus of which I'm aware, but they periodically do.
