ITOT is probably too close to VTI and could be interpreted in an audit as “substantially identical” so I probably better use VV or AVUS to be 100% safe.
ITOT is $66B in size and has about 2500 holdings. It follows the S&P Total Market Index, ITOT will invest at least 80% in the index but may invest up to 20% in futures or options contracts and cash.
VTI is $1,8T in size! VTI has about 3618 holdings and follows the CRSP US Large Cap Value Index and remains fully invested.

I see those as rather different. Different indexes, big difference in size, and different investment strategy. Of course what I think doesn't matter. It is up to the IRS. But I'm confident that I could successfully argue that they are NOT substantially identical.
