We did Portugal and Spain over two Christmas breaks and had a great time. If you have any flexibility, leaving a little before the holidays start e.g Dec 15 or so, or returning a little later e.g. Jan 6-7, can result in big savings especially for a family trip. Google flights calendar view is good for finding the impact of moving the dates around a bit.
We used a combination of hotels and airbnb for the stays. Mid range hotels are quite reasonable as are the airbnbs.
If you are planning to visit any of the major tourist attractions (e.g. Alhambra, Royal Palace, key museums), be sure to make reservations in advance as many of those have timed slots and sell out during the holidays.
