It is not an axiom from which you derive a plan or a strategy. It is a statement the refers to and sums up his analysis. It is a quip that underlines his ideas in a hyperbolic manner in order to call attention to the thinking.
If a person has a question about it, then go read Bernstein. It is all there and there is nothing more than that.
