If you're planning to buy the limit, I don't see how it matters. It's not as if you could buy $40,000 next year if you forewent buying any this year.

Also, the beauty of I bonds is that they have no interest rate risk, and it's not necessary to hold them for the long run. You do have to hold them a year. And there's a very small penalty for redeeming in less than five years. But there isn't any needed or recommended holding period. There isn't any possibility that you will need to wait out a dip, because they don't have dips.
It helps decide whether to buy before or after the rate reset, especially when particularly large swings are expected.

Also, a married couple can cram as much as they want in gift boxes.
