Sure but there is a max out of pocket for out of network care. Go out of network, and one pays the whole thing. My brother got nailed by this during Covid. He got a several hundred thousand bill. I want to avoid having medical bills bankrupt us. A PPO does this much better than an HMO.PPO's have networks also. Sure you can go outside of network but you won't get close to the same reimbursementI have 2 kids in state schools in Colorado. I think one is $3400/yr and the other is $2400/yr for the school insurance. The insurance has low max they will pay. Something like a few hundred thousand. We opt out because we have a PPO plan. I chose a PPO because I'm leery of HMOs and didn't know where my kids would go to college. I like the option of going to any doctor in any state. We pay extra for this, but that is what insurance is about. Paying to reduce risk.
