So, what is the right thing to do here? Should I submit my US address with EU employer for the IBKR Lite plan? Will this lock me out of trading US ETFs?
If they recognize you at resident in Norway, yes you would be locked out from US ETFs. Have you considered using options that settle in US shares? That's a workaround. I am not exactly sure on how it is done.
Should I be instead applying for the "Pro" plan which is for people outside the US?
Pro vs Lite has no bearing on whether they view you as a resident of Norway or not.
Or am I SOL and I should have done this before leaving the US (like I did with Schwab?)
Yes, setting up a US account while in the US would have been helpful.

What is wrong with Schwab by the way? Are you trying to get a better currency exchange rate?
