Hi everyone, appreciate all the insights and questions.

Here are a few additional clarifications:

Correct, fixed the tax rate numbers for federal and state in my original post.

The funds I listed for old and new 401k are all available investment options for the respective plans, the only funds I omitted in the old 401k are the several FID FREEDOM(20XX) K6 funds (>= 0.45%) and several FID FDM IDX 20XX IPR (0.08%) funds in the new 401k.

For my taxable account, I included the individual stocks to provide more context on my holdings, which I realize are heavily weighted towards tech. These are stocks picks I purchased many years ago and no longer contribute towards (with the exception of DRIP). My ideal exit would be selling when my taxable income is lower (job loss, less paying job, etc).

Would it really be best to exit these positions sooner than later taking the hit now in order to reinvest in index funds?

Part of my emergency funds are invested in t-bills in my taxable account.

Thank you for the detailed breakdown and spreadsheet. I am still in the process of evaluating your proposals and will reach out if I had additional questions. Right now I am leaning more towards the second proposal as I want more control over bond allocation.
