Did your Travelers Agent offer to have them start the repair process and subrogate against the at-fault party? (Isn't that what you pay them for?). If they get fully reimbursed by the at-fault party's insurer, woudl they still raise your rates? (your agent shoudl be able to answer that simple question. If not, I'd find a new agent when this is over.)

To answer your question, no experience with Travelers, and live in CA, where state law is clear: an insurer cannot raise my rates if not at-fault. So, I always file thru my carrier and make them deal with the other guy's insurance.
