Taking an old dormant account and all of a sudden send $40k to it from a couple of newly linked accounts and then try to nearly immediately push it to another account. This obviously looks suspect and vanguard has done the right thing and now the various anti-fraud processes need to play out.
And after completing any investigation to rule out fraud and money laundering, it's unlikely that Vanguard, or any other brokerage, would want to keep a customer whose primary activity involves churning the brokerage account to get new account bonuses from outside institutions.
They can take a long time to investigate, as makes sense. You'll get your money back. They don't want to be your transfer hub.
