I suggest you don't use general terms like hospic care but make a specific list (personally I would make a chart for comparison) listing everything you think grandma needs.
For example
Room
Food
Bathroom assistance
Bathing
Help with medicine
Help eating
Help drinking
Attendance
Ect
When family or facilities talk about taking care of grandma and cost this allows you to define what you and they mean. Also it is very unlikely the family that says we will take care of her has any idea of the extent of care and how hard physically and emotionally it is to do.
