That is possible for someone who had very low earnings subject to Social Security payroll tax and then had very high Medicare MAGI.
True!

Fortunately the low earnings part is not me, I was just being facetious. However, in the tax bracket I am already in with my other income, the government will take a very large chunk of my Social Security payment. It's disheartening after paying in for more than 50 years.
Count your blessings! There are literally billions of people in this world who would trade places with you in an instant.
