We need legislation that states that simply providing a SSN does NOT constitute sufficient identification of the individual so the individual cannot be held responsible for anything done simply with their stated SSN. That will put an end to all this nonsense as it will force creditors to find alternatives - like 2 factor auth, biometric etc. etc. We have the technology, it's creditors that simply don't want to invest in doing it the right way to save a few bucks. They know that they can stick it to the individual as currently the burden of proof is on the victim. As an undergrad my SS number was on my student ID card. It was my student ID number.
