A lot of the discussion here focuses on resale value, but resale value considerations during the purchase phase are almost always misplaced, in my opinion. The proper consideration at this phase is the purchase price. If a factor would have a negative effect on resale value, you want to make sure that is appropriately reflected in the purchase price.

A more extensive comparables analysis could be helpful, focusing on historic sales prices of homes in a similar proximity to the plant, compared to similar homes, sold in a similar time frame, further away. You might, for example, see prices averaging a certain percentage lower than other homes, and use that information to propose a lower offer to the seller. This is, admittedly, a nontrivial amount of work to research and compare those historic sales, but home shopping in general is a lot of work.

Separately, I would weigh the feedback in this thread based on whether it is based on personal experience (and since at least one individual works in the wastewater industry, expertise, although their offer for more detailed input appears to have been overlooked) or speculation. The overwhelming majority of the feedback is speculative.

Compare and contrast the feedback that isn't speculative, although still is not specific to the plant in question, with the feedback you got from those who actually know best from personal experience what living in that specific neighborhood is like. While it is true that your potential new neighbors might all be in the habit of lying to strangers, I generally don't default to that assumption about people.
