Having had someone send a fake return from me, I can tell you it's extremely annoying to have to deal with that. Basically, you can't send in an electronic return after that and instead have to print out all of the pages and send that in.
The IP-PIN basically makes that impossible going forwards. I think (not 100% sure though) that anybody can now get one. It used to be that you had to wait until someone fraudulently submits a return before you could get it.
