The idea that institutions don't negotiate on pay at all is plain wrong. Probably not in a way OP described but the do negotiate.
Sure they do. It depends a lot where a new grad is looking, though. Many research-oriented academic medical centers will only be willing to match a salary from a competing institution but will not match a salary from a non-academic job offer as they don't view them as equal opportunities if they can't offer the same research infrastructure. This is especially true for new grads who end up remaining at their training institution at far below market rates...it is hard for someone doing mentored research to leave their mentor and the infrastructure they've been utilizing up to that point. For those not doing research, they might not face the same barrier, but they are also typically less desirable to the institution/division and more replaceable, so there is less leverage to negotiate. Not uncommon for someone to be able to leave an ivory tower-type institution, move across town and double their salary.
